The action registered here for "View Add-ons" should be disabled when extensions.getAddons.showPane is false:

I would have suggested to open addons://list/extensions instead, but it looks like there is already an action for that at https://searchfox.org/mozilla-central/rev/5ba1bdb6f8fbf8e8c91720b1e584c0081022f1bc/browser/components/urlbar/QuickActionsLoaderDefault.sys.mjs#105

If two different labels for the same destination are acceptable, I would suggest to open addons://list/extensions when extensions.getAddons.showPane is false.

I found this when I audited for bugs similar to bug 1808459.
