We have reasonably little usage, so let's remove this xul-only property rather than adding support for that in nsImageFrame.

The subrect was not used. Nobody sets this on macOS anyways, so just
remove the dead code.

After the other bugs, nobody sets -moz-image-region to something that
isn't auto.

There are no users of non-auto values, so we can just simplify some code and
remove the property.
