1817218 - Window controls in unified toolbar customization not properly aligned

Description

STR:

• Have the spaces toolbar visible
• Optimally have window controls on the inline-start (usually left) side of the window
• Right click the unified toolbar
• Select "Customize..."

Actual results:
The titlebar is still offset to account for the spaces toolbar. If you have window controls at the start of the titlebar, they will be inset by the width of the spaces toolbar. Alternatively you can observe the element sizing of the titlebar with the devtools to see the inset.

Expected results:
The titlebar takes up the entire window when customizing
