Steps to reproduce:

Open any websites like youtube, reddit that have video

Actual results:

The video tool bar keep blinking, causing lag
The frame rate are slow it hurt my eyes watching it

Expected results:

Everything run smoothly and not lag

Thanks for the report. The symptoms you're reporting and the hardware & OS version correlate with what we've been tracking in bug 1817269 already, so I'm marking this bug as a duplicate of that one.

One consistent thing we've seen so far from people reporting issues is that it seems to be a problem with Win10 1909 and older. At least one person has reported that updating to 21H2 fixed it for them.

minhduc.29112k1, can you try setting gfx.webrender.dcomp-video-overlay-win=false to see if it resolves the issue?
