When the application window is inactive (another window is on top or has the focus), the buttons in the unified toolbar should fade out a bit, probably 0.6 opacity should be applied to them.
We have a :-moz-window-inactive
pseudo attribute we can use on the root item to detect that state, example here
Let's do something similar for the buttons in the unified toolbar.
