1819963 - Second existing email account gets temporarily added below `Local Folders` in folder pane, only restarting TB rectifies account order (as in Account Settings)

From my smoketesting, also noted on TB-106.

Adding email account after deleting only account adds it to the bottom of the folder pane (it is at the top in the account manager at this point), restart moves it to the top.

Not harmful, but quite irritating for an out-of-the-box experience.

Seen on 111.0b2 (64-bit).

STR

• Fresh install, setup two existing email accounts, account1 and account2, without restarting TB (important).
• Inspect order of accounts in folder pane (this bug) vs. Account settings
• Then restart TB

Actual

• Second account got added at the end of folder pane, below Local Folders

  • account1
  • Local Folders
  • account2

• However, in account settings, the order is different (correct; but it also looks like I cannot rectify the wrong order in folder pane)

  • account1
  • account2
  • Local Folders

• After restarting TB, account order in Folder pane is corrected in sync with Account Settings:

  • account1
  • account2
  • Local Folders

Expected

• Account2 should be added before Local Folders (not sure if we have any other rules regarding News/Chat accounts), certainly not after Local Folders.
• Account order in Folder Pane should always match that in Account Settings without requiring a restart of TB.
