Bug 1766887 added instrumentation for sponsored (Pocket and non-Pocket) tiles. This ticket covers extending that to organic (non-sponsored) tiles.

Currently, the Glean newtab
ping and legacy scalars collect
impressions and clicks for sponsored (Pocket and Contile) tiles, but
not organic tiles from Places. This commit adds instrumentation to
record the same events for the latter.
