1821946 - Refactor message pane methods into an object

We have a bunch of loose message pane functions in about:3pane. In this bug I'll move them all into a single messagePane object.

Fixing this bug revealed that message navigation was loading messages when the message pane was closed. I fixed it in the main patch but decided to add a test.
