1822339 - Unified toolbar buttons are disabled after customization

STR:

• have some buttons in the unified toolbar
• Access customization and change something
• Save

Actual result:
After saving,t he current buttons in the unified toolbar are disabled.
Switching folder or message or any other state update will enabled them again.

Expected result:
All the buttons that should be enabled should be re-enabled as soon as the user gets out of customization.

TB 113.0a1 (2023-03-17) on Linux.
I'm still seeing buttons greyed out in the (customized) unified toolbar (Mail Space) right after TB start. That particularly affects the Delete and Junk buttons. They remain greyed out even with a message selected in the thread pane. The behavior is not always consistent, sometimes only the Junk button is greyed out, and the Delete button is functional right from the start. The button may become functional at some point later on, but for no obvious reason.
Should I re-open this bug, or start a new one for this?
