1822676 - Have the Migration Wizard show the Safari permission page if permissions are required

With bug 1803445 landed, we now have an (inert) page to show users when they need to request permissions to read from Safari's profile folder. We now need to hook that up to logic to actually be seen / useful. This bug is for doing that. Guidance to follow.
