+++ This bug was initially created as a clone of Bug #1801184 +++

Now that we've tested and are shipping the ARM variant of the 4.10.2557.0 CDM via balrog, we should also update the fallback downloader.

Does this mean the CDM is now arm64 on arm64 windows? Does it mean we can get rid of the x86 part of the arm64 build?

Yep! It has been working better than the x86 plugin, so I am unaware of any reason we would want to rollback as well.
