Cannot drag and drop extensions from toolbar into Overflow Menu

Steps to reproduce:

Right-click a extension in the Toolbar Menu, select "Customize Firefox" from the resulting contextual menu.

A new tab opens with a big section labelled "Overflow Menu," and suggesting that users "drag and drop items from the toolbar..."

Try to drag and drop an extension from the Toolbar into the Overflow Menu.
Actual results:
It will animate going back to the Toolbar.
Expected results:
Are users supposed to be able to drag and drop items into the Overflow Menu or not?
It works as described until last November, ending with https://phabricator.services.mozilla.com/D161843
bug 1739981 looks similar, but is older.

The Bugbug bot thinks this bug should belong to the 'Firefox::Toolbars and Customization' component, and is moving the bug to that component. Please correct in case you think the bot is wrong.
It's also impossible to move extensions into the customization list. I think it may have the same regression time.
