When we enable the in-browser Firefox Translations, we need to be able to have a transition plan with the addon and our current users.

For reference, here is an older bug that did something similar for the Firefox Profiler when we removed the Gecko Profiler Addon: https://bugzilla.mozilla.org/show_bug.cgi?id=1572786

This should be ready for the Fx116 soft freeze.
