1824144 - Folder Pane Header background is slightly transparent using theme

Step to reproduce:

1. Install the "Fall foggy forest" theme
2. Scroll folder list
3. Check the folder pane header

Actual result:
Folder names are displayed in the background of the folder pane header.

Expected result:
Folder names are NOT displayed in the background of the folder pane header.

Latest nightly (113.0a1, build ID: 20230323105211), win64 binary on Windows 11 x64.
This issue is not reproduced with the light and dark themes that are bundled with Tb.

Ah it shows the tree. I checked if I see something from the theme in the header. Confirming the issue.
