STR:
- Start with
MOZ_ENABLE_WAYLAND=1on Ubuntu 22.10. - Activate PiP for a video.
- Click in PiP window.
- Click in main window.
- Bring a different app into foreground.
- Click in PiP window.
Expected:
Main window stays in background.
Actual:
Main window is brought into foreground every time the PiP window is interacted with.
