Steps to reproduce

1. Open Opera or OperaGX and bookmark Instagram and Wikipedia.
2. Open Firefox with a new profile and import bookmarks from Opera/ OperaGX.
3. Observe the fav icons from the imported bookmarks.
4. Visit both bookmarks and observe the fac icons.

Expected result

• Tha favicons do not change.

Actual result

• The favicons change after the webpage is visited.

Regression range

• Not a regression. The favicons import is implemented with bug 711995.

Additional notes

• Attached a screen recording.
• On Windows the Instagram icons is only changing dimensions and not actual icon.

I expect this is expected behaviour. We update favicons when visiting pages if the favicon has changed. We don't treat imported favicons specially in this respect. That seems OK by me. Mossop, is that right?

Yes that's correct, it looks like the new icons we're updating are those provided by the site.
