Steps to reproduce:

Open about:preferences#general and scroll to the update section.

Actual results:

Some text is split in two lines and there is a lot of unnecessary blank space at the bottom. See the screenshot.

Expected results:

This is a regression caused by Bug 1822578.

The spacers are unnecessary if there's a <label> or <description> that
flexes.

Since we allow labels/descriptions to shrink now they'd distribute the
space along with the spacer, which caused unnecessarily small labels.
