Once we know what we're replacing PingCentre with, we'll need a plan (with a roadmap and everything) to lay out how we intend to do this.

This will take the shape of a Data Proposal.

We can begin (and I have begun) drafting a plan while bug 1825294 is still in progress. That drafting is happening here.
