As discovered by the ongoing incident "data loss in Activity Stream/Messaging System/Contextual Services data", the data loss rate of PingCentre is high enough that it is not fit for its current uses.

We've been tasked to evaluate what to do about this, and act on the evaluation. I propose we do so like so:

1. Audit the use of PingCentre in code and PingCentre-sent data in the Data Platform for requirements
2. Using the requirements discovered in the audit as a rubric, explore and evaluate our options (maybe PingCentre can be made to work, maybe another system (Legacy Telemetry, Glean) should be tasked with collection and reporting)
3. Propose, Plan, and Roadmap the chosen option
4. Implementation, Documentation, Validation, Communication
