Steps to reproduce

1. Open a camera or microphone permission page (e.g https://www.onlinemictest.com/) and allow or block microphone/camera access.
2. Open the permission panel from the URL bar and observe the icons (camera/ microphone/ X icon)

Expected result

• The icons do not change position after the panel was opened.
• I cannot seem to reproduce this issue on Ubuntu 20 or macOS 12.

Actual result

• The icons are moving down a little after the panel was opened.
