This bug will add the Overview page and set up the grid/layout in preparation for adding the Open tabs, Recently tabs and Tabs from other devices (broken down into separate bugs) and side navigation (re-using existing grid layout).

Note that search is NOT in milestone 2 for engineering even though its on the figma: https://www.figma.com/file/wP9MY9KJn9xqPf140lTvTv/Fx-View-Specs-2023?node-id=2304%3A37007&t=0g3JoC1ohYyHgRuc-1

We can use the reusable component items and list that's being created in bug 1818322 and bug 1821094, but note that each sections heading has a slightly different font size.
