1826715 - Autoplay blocking feature prevents Picture-in-Picture playback for unmuted video without page interaction

STR:

1. Directly open a youtube video that is not muted in a new tab so it does not autoplay by default.
2. Without interacting with the page, press the PiP keyboard shortcut Ctrl+Shift+] or click the PiP toggle in the address bar.
3. Click the play button in the PiP window.

Expected:
Video starts playing.

Actual:
Nothing happens. Skipping/scrubbing through the video works but not playback until the video is muted or the page is interacted with to pass the autoplay block.

The new PiP button in the address bar (Bug 1811318) significantly increases the exposure of this bug. Previously it was limited to the keyboard shortcut but that had low discoverability.

I was about to just increase the severity on this bug because I agree that the address bar button makes this a worse problem, but then I thought about it too much and now I have a patch, so...

I have verified the fix using Nightly 114.0a1 (20230425093238) on Windows 10, MacOS 11 and Ubuntu 20.04.
