Steps to reproduce:
Sorry, my English is not so good.
Add another language to 'Choose your preferred language for displaying pages'.
Actual results:
The button 'OK' and 'Cancel' is gone.
Expected results:
They should not be gone.

I can reproduce this issue when adding many languages at once.
