Logging a separate bug based on this comment for Bug 1824090 :

After some further testing, it looks like it has been indeed fixed on Youtube, but now the cursor does not change to the hand icon at all while hovering over the first-time-PiP toggle on several different media platforms like Netflix/Hulu/Twitch/Dailymotion.

I cannot reproduce the issue on YouTube with Nightly 114.0a1 (2023-01-17) using MacOS. Issue does not seem to occur for me on sites utilizing our native video player (example).
