User Agent: Mozilla/5.0 (Windows NT 10.0; Win64; x64; rv:109.0) Gecko/20100101 Firefox/112.0
Steps to reproduce:
on reddit sometimes the scrolling is blocked: it usually happens when I scroll down too much, and then I try to scroll in the other direction, and scrolling is blocked. I if try to scroll again then it works.
if I disable pull to refresh the issue is not happening.
Actual results:
scroll is blocked.
Expected results:
should have scrolled.

I want to add that pull to refresh should happen only when at the top of the page.
While you're in the middle of the page fenix should not check for pull to refresh at all.
I reported it's happening on reddit, but also on slashdot and other sites.
