The same issue occurs on Windows 10 using Narrator.

Summary: Tooltip for PIP icon from URL bar is not entirely read by NVDA/VoiceOver → Tooltip for PIP icon from URL bar is not entirely read by NVDA/VoiceOver/Windows Narrator/Orca

The behavior on Ubuntu+ORCA is a different one, addressed in bug 1834568: ORCA reads the whole tooltip, verbalizing all the brackets, making it very confusing for the user, however, this issue cannot be fixed from the point of view of the ORCA screen reader.

In conclusion, the current issue is only affecting the Windows and MacOS screen readers, in which case the tooltips are only partially read.
