Once OS.File is removed, we should clean up remaining bugs in the Toolkit::OS.File component and then move it to the Graveyard.

Normally we close all of the bugs under the component before we move the component to the graveyard. I currently see 28 open bugs.

There are some bugs pertaining to IOUtils that need to be migrated to a new component. I'll clean up everything and NI you :dkl when we're ready to move this component to the graveyard.

There are no open OS.File bugs, so the component can be moved to the graveyard.
