Steps to reproduce:
Open a mail message in HTML format, containing at least an element "img" with attribute "alt" and/or "title" defined.
I noticed the bug reading the feed https://xkcd.com/atom.xml
Actual results:
Starting from Thunderbird 98, the tool tip does not pop up.
I'm not sure about the first major version introducing the bug, it was the first one released by Ubuntu after version 78.
Expected results:
Hovering the cursor over the image, the attribute value should be displayed in a tool tip.
It was so until Thunderbird 78.
