1830903 - Update Switching to a New Device attribution codes from the Help menu

Bug 1828114 added a new help menu item for sending the user to SUMO for guidance on how to migrate data to a new device. The attribution codes that we originally landed were our best guess on what was appropriate, but we think we've converged on something better:

utm_content: help-menu
utm_source: fx-new-device-sync
utm_medium: firefox-desktop
utm_campaign: migration

Hey hjones - I failed to update the table to include some recent feedback from adavis. So the values should actually be:

utm_content: switch-to-new-device
utm_source: help-menu
utm_medium: firefox-desktop
utm_campaign: migration
