Steps to reproduce

1. Set disableprofileimport policy to true.
2. Open Customize menu and add Import bookmarks... button to the bookmarks toolbar.
3. Observe the button.

Expected result

• Import bookmarks... is greyed out.

Actual result

• Import bookmarks... is accessible.

Regression range

• Will search for one ASAP if there is one.

Additional notes

• This option only opens about:preferences when clicked on the latest nightly or while browser.migrate.content-modal.enabled:true but still works on the latest RC, and ESR where browser.migrate.content-modal.enabled is false by default.

I don't think this is a regression. I can use the Import bookmarks button after it was implemented or after bug 1676439 landed with the disable profile import policy set. Removing flags.
