This is the rollout for the "control" version of a planned spotlight message. A concurrent experiment exposing variants of the same message will be launched in bug 1828172. The goal of this rollout is to target 100% of the population to provide a baseline default experience for 114 release. So we'll be using fluent strings that have already landed on train, but the message itself will be deployed via Nimbus.

The modal should:
- Primary CTA takes user to SUMO page that bug 1828114 links to.
- Secondary CTA - close the spotlight modal.
- “x” icon closes the spotlight modal.
Ultimately, we're hoping to message users with the following characteristics:
- Existing Windows Vista/7/8 users
- Do not have a Firefox Account
This message should not overlap with other experiments and spotlight modal regarding “default”/ “pin to taskbar”

Would appreciate any feedback, and I'll open a QA ticket tomorrow, since QA can probably start verification next week.
Before we can launch, I suppose we need a sizing estimate for a 100% rollout targeting Existing Windows Vista/7/8 users

The Do not have a Firefox Account
characteristic is a condition of the message-level targeting, not of the experiment. So, having a Firefox Account wouldn't stop you from being enrolled in the experiment. This is because a user could easily sign in or sign out after enrolling in the experiment, but before seeing the message.
For that reason, my sense is that FxA status doesn't affect the experiment sizing considerations. It affects the message's expected reach, but not the rollout's expected population.
