Attachment: Missing info text in about:privatebrowsing on first start

STR:

1. Create a new profile and launch it.
2. Immediately open a new private window.

Expected:
The private new tab info box shows the text:

Private window: Nightly clears your search and browsing history when you close all private windows. This doesn’t make you anonymous.

Actual:
The private new tab info box is empty for about 30 seconds before the text is displayed.

Fix in bug 1797423 should resolve the issue of delay seen in RS fetch and fixes this issue in all builds thanks!

I‘ve verified this issue using the latest Firefox Nightly 115.0a1 (Build ID: 20230521210743) and Firefox Release 98.0.2 (Build ID: 20220322144853) on Windows 10 x64, macOS 11.7.1, and Ubuntu 22.04 x64.

• The promo messages from Private Browsing windows are displayed without delay.
