STEPS:
download windows stub.
configure to load w/ any proxy config (http or ftp).

fails to load, give the usual "too many network errors" dialog.

Underlying cause? For some reason my proxy server errors when loading, in both
HTTP and FTP:

10.169.192.100 - - [03/Dec/2002:23:13:04 -0800] "GET http://ftp.mozilla.org/pub/
mozilla/releases/mozilla1.2.1/windows-xpi/xpcom.xpi HTTP/1.0" 403 253 403 253 -

This link works directly via browser, but surfing through my proxy gets a
"Forbidden" message.

The error log shows a "file not found".

I'm not sure if this is a client or server problem.

If someone could say if they got this to work, then I'll move it to mozilla's
server admins.

I don't have trouble using the trunk commercial installers - on Win and Linux so
far.  on Win I used both ftp and http and downloaded from sweetlou.
I could reproduce with the Mozilla stub installer

RESOLVED/WFM.
This worked in 1.7 when I tested mozilla.
