User Agent: Mozilla/5.0 (Windows NT 10.0; Win64; x64; rv:109.0) Gecko/20100101 Firefox/113.0

Steps to reproduce:

1. disable "Wikipedia (en)" in "Search Shortcuts" at about:preferences#search
2. switch to any other browser language
3. switch back to english
4. close Firefox
5. start Firefox, visit "Search Shortcuts" at about:preferences#search again.

Actual results:

"Wikipedia (en)" was automatically reactivated.

Expected results:

Search Shortcuts in general should not reactivate at all when restarting Firefox with any Search Shortcut disabled.
