We'd like to enable D3D12 by default on Windows, since it's (abstractly and generally) a better-quality backend than Vulkan.

:jimb and I took some time to examine gfx-rs/wgpu#2719, and we believe we've absorbed all scope there that currently applies to us in Firefox. 🙌🏻
