In preparation for switching the default scrolling physics to MSD in bug 1760372, we would like to add back telemetry for "scroll wheel overshoot" (cases where the user reverses scroll wheel direction soon after the last scroll wheel input, suggesting that they may have accidentally scrolled farther than intended). This will allow us to see whether switching to MSD physics has any impact of the frequency of overshoot.

This telemetry was previously added in bug 1670003, and removed in bug 1694847.

This is a re-landing of telemetry previously added (and data-approved) in bug 1670003, but the purpose is slightly different (i.e. we're looking to use it to evaluate a different code change than before), so I filled out a full data collection review form just in case.

Yes. This collection can be controlled through Firefox's Preferences.
