Beta/Release Uplift Approval Request
- User impact if declined: Users on Firefox 115 will see the old migration wizard instead of the new one.
- Is this code covered by automated tests?: Yes
- Has the fix been verified in Nightly?: Yes

- Risk to taking this patch: Low
- Why is the change risky/not risky? (and alternatives if risky): We've been rolling this out via Nimbus in 114, and plan to reach 100% by the end of the release. We, however, made a mistake and set the max version to be 114 instead of 115, meaning that users on 115 will revert back to the old migration wizard before the pref flip occurs in-tree in 116.
So uplifting this pref flip allows us to get the affect we want - 100% rollout in 115, which was always the plan. It just doesn't end up happening through Nimbus now.
