Try to create an attachment:
File: C:\bugzilla\ant.jpg
Description: ant
Content Type: select from list JPEG or auto-detect or patch
Comment:

The result is an error: The file you are trying to attach is empty!
ant.jpg exist in the directory and is the one given with the package
The Bugzilla server run under Win NT and browser is IE 5.50

I'm guessing that this is an issue with running bugzilla on Win32.  I tested
this on 2.16.1 (landfill) and cvs tip (local install).  Both these machine are
running bugzilla on linux.

Jean: are you using Bugzilla 2.16.1?  If so, this is fixed already in CVS, but
was not yet at the time 2.16 shipped.  You'll need to apply the patch from bug
62000.

If you are using Bugzilla 2.17.1, then this has been broken again, and in that
case please reopen this bug.
