This bug is for replacing taskgraph references to comm-esr102 with references to comm-esr115, among other taskgraph updates.

Required changes for esr115. Need on beta ASAP with or without the balrog rule id and regardless of missing changes on mozilla-beta .. the required change is on mozilla-esr115 now.
