quick filter bar is not ignoring diacritics - 'marcia' does not match 'Márcia' in addresses

User Agent: Mozilla/5.0 (Macintosh; Intel Mac OS X 10_15_7) AppleWebKit/605.1.15 (KHTML, like Gecko) Version/16.5 Safari/605.1.15
Steps to reproduce:
Was trying to find an email my wife Márcia sent me. So I typed 'marcia' into the filter bar.
Actual results:
No results were found. But when I put the accent over the 'a' then it found the emails.
Expected results:
Should have found 'Márcia' with or without the accent. Am fairly sure it used to.
[ Whats more confusing is that it also displays the name without the accent, because it is taking it from the address book, where it is saved without an accent for some reason. But the search is using the actual 'From' header where there is an accent. So the end result is very nonintuitive unless you examine the header ]
Version is 115.0b3 (64-bit) on OSX Ventura 13.4

At least 102 (and probably no other version) worked that way. Bug 519202 dependencies list some of the issues.

I can save Márcia to an address book in 102 and 115.
You don't list your full steps to reproduce. Please clarify your steps, are you using quick filter bar (command+shift+K)? Or are you searching an address book? And are you able to reproduce in version 102?

Hi. Sorry for being unclear, this has nothing to do with the address book. Its simply that I have an email from her, with the string 'Márcia' in the 'From' header, but if I type 'marcia' into the quick filter bar, it does not find it.
I don't have version 102, only 115.
The from header looks like this:
From: =?UTF-8?Q?M=C3=A1rcia_Pereira_French?= <redacted@gmail.com>
( I have redacted the actual gmail address, but it did not contain the string 'marcia' anywhere - her name is only there in UTF-8 in the from line )

It currently works for global search. It's probably the only place.

This was already requested in bug 506064. Duping to bug 284856 doesn't appear to be right since this is about searches being case sensitive for searches on the server, not about ignoring diacritics.

bug 284856 comment 13 talks about server, but afaict everything in that bug and all the duplicates do not involve search on server
