I have set my accelKey to 18 (Alt), and my menuAccelKey to 0.  This disables the
menu-access by keyboard; or at least used to and still seems to.  However, in
older (1.0 ish?) versions of mozilla, doing this caused the underlines to
disappear from the menu titles and items.  This, IMHO, is the "right thing".  In
1.2.1, however, the menu access underlines are visible.  Unless there's some
other way [than menuAccelKey] to use these keyboard-shortcuts for menu items, I
consider this a bug.
This may be an "all" platform issue, but I've only tested it on windows so far.
