Overview Description: If you remove or add a panel in the customize dialogue,
and then Save, the content in current 'open' panel doesn't show up. You can
click on the panel and it will show up.
Steps to Reproduce:
1) Click on customize, remove a panel and press save.
Actual Results: The new current open panel has no content.
Expected Results: Content should show up as soon as the list of panels is
updated in the sidebar.
This on all platforms using Nov. 9 builds.
selmer said he is having the same problem on start-up, not just after removing a
panel. If this is reproducible, severity should be upped.

I have seen this too. The sidebar needs to listen for changes on the RDF
datasource that describes the list of panels. When panels are added or removed,
it needs to update the current panel selection.

Can't reproduce on startup, only when changing it.

I have some changes to listen to when the rdf changes. Unfortunately, there is a
bug that keeps timeouts from working in that context. I need the timeouts so I
can take a guess as to when the rdf has finished loading.
