In bug 1833416 the behavior for the Undo Close Tab keyboard shortcut will change to either: Restore the last session if automatic session restore is not enabled, undo the last closed tab or undo the last closed window depending on the sequence of actions taken.

This is being tested by QA, see bug 1837919.

I spoke with UX and content folks and this is what they'd like the Undo Close Tab keyboard shortcut title and description replaced with:
Title: "Reopen last closed tab or window"
Description: "Note: Reopens last closed tab or window, in the order closed. If there aren't any tabs or windows to reopen, this command restores the previous session."
They'd also like "Undo Close Window" title to be replaced with "Reopen last closed window", since the language is clearer and makes sense with the rephrasing of Undo Closed Tab.
