Not remembering browser window size

It seems we are not remembering the size of the browser window. There is no pref
written out to the prefs.js file. mcafee says 'give it to slamm' :-)
To reproduce:
1. Launch apprunner
2. Resize browser window wide and short.
3. Shutdown and re-start
Results: Browser window is some default size
Expected Results: Browser window should be same size as when you shut down
Tested on Nov. 9 Windows build, win98

This looks like it is probably a DUP of bug 12575 "[DOGFOOD][FEATURE] Window
size and position should be remembered" - currently ASSIGNED.
ON Windows NT, the Navigator window size, but not its position, is being
remembered by the 1999-11-08-09-M11 nightly binary, and IIRC, at least
a few days' worth previously (definitely 1999-11-07-08-M11 too).
According to 12575's reporter, window size and position are being saved
persistently as DOM elements.
