Steps to reproduce
- Open a PDF file in Firefox.
- Click the Add an image button from the PDF toolbar.
- Select the Text or Draw tool and use it on top of an Added image.
Expected result
- The image should deselect and save to the PDF when a different tool is selected.
- The user should be able to Draw or Add text over an added image without saving the entire pdf file and reopening it in Firefox.
Actual result
- The Draw or Text tools will not work on top of an added image. The Move cursor will work

:rdoghi, if you think that's a regression, could you try to find a regression range using for example mozregression?

I've talked about this with Calixte, and we feel this is not a blocker for release because it won't be frequent for users to draw on top of images (the main use case is filling forms).
