User impact if declined: None, but uplifting this will make local testing of beta/release Flatpaks much easier. Currently, any local scripts making use of the Flatpak Docker image have to account for the different Docker image name between comm-central and comm-beta.
Testing completed (on c-c, etc.): This name-change has been on c-c for 6 days without issue.
Risk to taking this patch (and alternatives if risky): Very low.
