[Steps to reproduce]:

1. Open "about:preferences" page.
2. Click on "Search".
3. Observe the "Show search suggestions ahead of browsing history in address bar results" checkbox.
4. Click on the "Reload current page" button.
5. Click on "Provide search suggestions".
6. Click on the "Reload current page" button.

[Expected Results]:

• The "Show search suggestions ahead of browsing history in address bar results" checkbox is stable and consistent.

[Actual Results]:

• From step 3, the "Show search suggestions ahead of browsing history in address bar results" checkbox is checked.
• From step 5, the "Show search suggestions ahead of browsing history in address bar results" checkbox is unchecked.
• From step 6, the "Show search suggestions ahead of browsing history in address bar results" checkbox is checked.

Notes: It still can be reproduced when enabling the "Always use private browsing mode" checkbox under "History". Even though, under this mode, the "Show search suggestions ahead of browsing history in address bar results" checkbox is greyed out.

Managed to reproduce this issue on:

• Nightly 118.0a1;
• Beta 117.0b2;
• Firefox 116.0;

Tested and reproduced on:

• Windows 10;
• macOS 12;
• Ubuntu 22;

Setting as NEW so the developing team can have a look.

I'm not sure it is quite the same, but bug 1691219 is pretty similar. Overall we're looking to redo how these are structured, but we don't have an eta/bug for that yet.
