We recently added a warning message to the unified extensions panel to warn users about behaviour on quarantined domains: https://searchfox.org/mozilla-central/source/browser/base/content/browser-addons.js#1893-1933

This involved adding some custom styling, so now that moz-message-bar is available and provides the desired alignment we should us it instead of message-bar.
