Preferences is relying on h1 headings for dividing up sections of settings. These sections should be using h2 headings instead, as the h1 should be reserved for the main page title. The pages that hurt from this today are "General" and "Privacy & Security" as they have several sections of settings as opposed to just one main section (e.g. Sync). For example, under general settings, "General", "Language and Appearance", "Files and Application"...and so on are all using h1 headings.
A note that if we move towards using h2 headings, and consequently their styles, this will affect the styles for how we currently visually treat headings, which would be a significant visual change for settings. I also cannot find any h3 visual treatments in preferences, which would be something we would need since these sections have subsections that are today relying on h2, but under these changes would then rely on h3.
With this in mind, I am requesting info from UX (Emanuela and Markus) as we should find out if we're satisfied with our current visual treatments of headings, or if the styles of what we use on h1 in preferences today is in fact better suited for h2 styles; and we should also decide how to officially treat h3 headings.

FYI: This was mentioned multiple times by a screen reader user during user testing (reach out to Dasha/Anu/Mara on the UX and UR teams for more details).
