It appears to be a problem if a resource cannot be found (for example the above url does not point anywhere). This has been a bug since 1.1a, AFAIK Reproducible: Always Steps to Reproduce: 1. Type in an unknown url. Actual Results: The error message is displayed two or three times before Mozilla's dialog "URL could not be found..." is displayed. Expected Results: No errors! Builds 1.0 and 1.0.1 do not have this problem.
What is your setting in systemcontrol/internetoptions/connections ? (translated) Do you use Dialup or LAN connection ?
Using a LAN as default, but set to dial a connection if not on the LAN (Laptop). The "dial whenever a network connection is not present" is checked.
Yesterday I got the very same error when trying to subscribe to newsgroups on the servers news.mozilla.org and www.eclipse.org. Today, www.eclipse.org works without errors, and I can even download newsgoups from news.mozilla.org - after a single popup of the error 623, however. I know it's not much use reporting non-reproduceable errors, but since I have a similar network configuration as home@ant-roy.co.uk, I felt it might still be useful. I run WinXP, have a permanent LAN connection and an ISDN dialup connection, which is permanently disabled though (it was installed as a by-product).
I haven't seen this error since 1.3a so perhaps it has been fixed, or it was a problem with my config (looks like I had Multizilla installed and the user agent masked at the time).
I run Mozilla 1.3 final. I still get the error from time to time, for example when trying to read a specific news message. It seems to come up when the news client tries to read the message body from the server. It's still quite erratic - one moment the error pops up, the other moment I see the message body - obviously successfully downloaded from the server. From its non-reproduceable nature, I think this problem must have something to do with timeout issues.
I get the same error in Mozilla/5.0 (Windows; U; Windows NT 5.0; en-US; rv:1.3) Gecko/20030312. I have Win2000 Professional, running on a shared T1, through a broadband router/firewall. I was receiving similar errors in 1.2.something to the point I uninstalled and went back to 1.0.1. During the 1.2.x period I searched the bug list and found a reference to this being intentional behavior if there is no DNS response concerning the domain name. I will attempt to search for that other response and post its address shortly. I have also gotten it while attempting to send mail. I can force the error by using a bogus URL but it also appears to be associated with a lack of response from some other source(eg. DNS).
I have the error as well, when I use my laptop at home, disconnected from LAN, but connected through a ISDN-modem. (My laptop runs W2000 (dutch edition). I have found an explanation of the error on the microsoft site: http://support.microsoft.com/?kbid=227391 but I could not repair the error. The error occurs for two weeks now, since I have installed a second isdn-modem. I have removed that second modem now, and removed the drivers and such, but the error is still there. The error does not occur when using IE (in that case W2000+IE) automatically find out I am not connected through LAN, and a window pops up asking me to use the dial up connection.
I can reproduce this dialog... it is very annoying.

but i don't see a way around the problem... window's error messages could certainly be improved. perhaps this should be marked INVALID since i can't think of anything we could do to avoid the problem.

In the 1.2.x problems I had with the situation, the Dail-up Connections dialog box actually would appear. This was not a problem in 1.0.1 version and it was worse in 1.2.x and now it appears all the time. Seems to me that someone who understands the code well enough needs to trace for the changes. A huge question that comes to mind reading the knowledgebase article from Microsoft, is why are we triggering VPN settings. I have no VPN configurations thus the question of why a VPN Error. I would not agree with a decision to mark it INVALID due to the fact it didn't used to happen. Previously if there was an unreachable URL it would pop up one simple error message after 20 or 30 seconds of trying. Now the behavior is to first post the 623 error then the faulty URL error message. This 623 message pops up for ever image or file inclusion that fails to load in under 10 seconds or such. Seems that there is/was a change in some time-out setting and/or some sort of error trapping. Previous behavior was to just display a broken picture icon instead of an error message.

I think we have to do with two bugs here: 1. if you are connected and a page cannot be found some redirection takes place to a dial up network and (depending on how your machine is configurated) a window may pop up to ask to get connected via a modem 2. if no network connection is present some people do not get a pop up window asking them to choose their dial up connection but an error message is displayed in which the error message is shown. item 1 should be replaced by a message saying that the page could not be found and/or the server could not be reached or something like that. item 2 is more serious: it does not occur when IE or any other program tries to make connection. On my machine (W2000) the systems respons is ok (namely asking me to use a dial up connection), except with Mozilla, where the phone book missing error is displayed. Does Mozilla use own systems calls here instead of using the windows system calls?
I get this problem too, with Mozilla/5.0 (Windows; U; Windows NT 5.0; en-US; rv:1.4) Gecko/20030624. In particular, I get it from MailNews when I try to get messages from an account on a server which is temporarily not responding. In my opinion, Mozilla should not try to connect by dial-up if a network connection is already present and working. It should simply time out, and not as quickly as it now tries to dial up. On the rare occasions that users need a network connection and a dial-up operating simultaneously, this can be done by hand or perhaps as a special setting for those with special setups e.g. LANs not connected to the Internet.
I've has this error in 1.3 and now in 1.6, it started after an error reporting (crash debug) Moz tried to send data back home but failed (dial up had dropped the connection). Ever since that day I get a 623 when starting Mozilla and again when closing. Complete un-install and reinstall does not fix, so I think it must be a registry or prefs setting somewhere. Disabling Quick Launch just means you don't get the error until Moz is opened manually. Error only occurs when loading local page and dial up is not connected.
